when I drag from top to down the notification usually show up. now it wont show up. and when i select setting and then go to notification then also it wont show up.

Not knowing what make and model of phone you have is challenging. If it has a removable battery, I would remove the battery for at least a minute. This will clear the memory. Put the battery back and boot it up.
If it's a non-removable battery, the most likely way to reset it, is to push and hold both the power button and the up volume button for several seconds, until you see the phone shut down, and until you see the boot screen appear. Then release the buttons and allow it to finish booting.
