Help Notifications for LG license agreement won't stop!! Comes on every boot up

I've been seeing this on my 2nd L70 which I put into service last week. My 2st L70 which I've been using for 3 months now does not have that behavior.

Both are unlocked and rooted and not on MetroPCS.

Strange, will appreciate solution.
 
I had this problem, remove one of the lg apps (I don't remember which one tho) I think it started with a U..
 
I still have this problem even after removing the bloatware on the phone. Thankfully, since removing the MetroPCS bloatware, I only see it maybe now once a week - so many reboots in.
