Help Nougat: Bluetooth battery drain even when "disabled"

Ever since my phone got an upgrade to Nougat, it seems that most of the battery life is going on Bluetooth.

Even when I have bluetooth disabled in settings, the Battery monitor says it has used the most power since last charge.

Obviously battery life has tanked now.

Can anyone suggest a reason and solution ?
