"Number dialed is blocked for all customers" and thoughts on Chatr mobile

So I recently switched cell phone carriers and thought I'd try Chatr Mobile (https://www.chatrwireless.com/). They seem pretty good so far. I noticed that when I call someone and don't put the area code (ex 123-4567) it says "number dialed is blocked for all customers" but when I do include the area code (ex 1-234-567-8900), it works. I never had to before as the numbers I usually call are within the same area code as my number. Any ideas why and anyone else have the same? Anyone else in Canada with Chatr and what are your thoughts?
 
It's not technically required if the number you are dialing is within the same area code, but if chatrwireless is an MVNO of a larger network, they may be bound by their requirements in order to resell the bandwidth.
 
If Rogers requires 10-digit dialing, then so will Chatr. Or, Chatr could add the requirement regardless of Rogers policies. I've been using 10-digit dialing for so long, i didn't even realize some places still permitted 7-digit.

I tried to call 18002274825 a ten digit phone number and I got the message that the number is blocked for all customers. Thi number was to report a stolen or losr credit card. my phone crrier is CHATR. Not very reliable in my opinion. If the problem that some people had was that they needed a ten digit phone number, that is what the message shouls have said . not that the number is blocked.it seems that the programmer took a big shortcut on that one.
