ny way to exclude app from "running in the background" notification

So in Android 7.x, I had the ability to use the notification bar with certain apps like Netflix and Hulu to be able to do things like pause, fast forward (and other features) for videos. Also, I could use these features from the lock screen. This is just one example.

Now, with the "apps running in the background" notification, I no longer have the ability to swipe down from the notification bar and perform these functions.

Is there a way to "exclude" an app from this "running in the background" thing? Because I would sure like to have my featuers back
