Off topic: gift bike

For the holidays I wanted to get a bike for somebody who's short. That probably sounds a little strange but this is someone who would probably need a short frame. I mean maybe 17". A mountain bike would be good but I guess bmx or freestyle would work, and yes, it has to be cheap. Somebody had a Trek Antelope 800 with Shimano components but it was way too tall, and some kind of problem with the derailleur.
 
Are you looking for a used bike? If the person is going to be riding it more than just around the block, you really should have all their measurements to fit it properly.

Yeah, those arms are short too. Is it possible to have short legs that are still kind of long for the body? I know small hands and big feet are a possible combo because I've seen it.
 
This is likely a long shot but you might check with your city police dept. Once my son's bike was stolen. I reported it stolen and that it was licensed / registered with the city. After a couple of weeks without any communication I once again called. They informed me that if it hadn't turned up in the first 48 hours it was usually unrecoverable. He then invited me to peruse their found and unclaimed bikes for it or something I might consider a decent replacement. I went to their yard and they had hundreds of unregistered bikes of all make and model. I came away with a pretty decent bike for a ten spot.
