I would like to ask is this the official android forum? If not then is there an official androud forum somewhere there on www?

I don't believe there actually is an official forum, but this forum is a good one

There are some Google groups for devs, and some help forums for the Android Market but neither are really forums, one is really more just customer support just for the Android Market, and the other is just a mailing list.
