I'm pretty sure you'll find more information about that than you can shake a stick at if you use the forum's search function with e.g. keywords "Offline maps".
You will not get much help on this one, there seems to be a lack of on board Nav apps, and a slew of folks that seem to think its just not needed ever and to just use the data required and like it....
I believe so far I have heard, Navigon and CoPliot have versions with on board maps, thats about it. Tom Tom, Magellan and Garmin are all holding out on Android it would seem. I really wish the new Garmin was available on Android....
and Navdroyd is very good, based on open source maps, only about $4 for install, then free maps (and easy map management)
The turn by turn directions can be a bit hairy...
