Help ok google issues

When I try to send text messages via ok google it randomly tells me that I cannot use it while the phone is locked, and I have to unlock it first. Obviously very inconvenient if I am driving.
The rest of the time it has no problem with doing this when the phone is locked.

why ?

Hi,
Go to settings> Language&input>
Scroll down to voice input>
Tap on the wheel icon next to enhanced google services.
Scroll down to Ok Google detection
Tap on this >
Scroll down to the button " from any screen" tap here and,
Follow the instructions.

It is already set to "any screen", I set this when I first got the phone. without this set it only works from the google app.
