I stumbled on this by accident when reading about Samsung gear VR. Apparently, you need to be in Google voice to text to get it to recognize voice command. Samsung will switch it to their version which will not work with OK Google. I followed the following steps and now OK Google works perfectly
1. Open settings and scroll down to 'language and input'
2. Select 'text to speech'
3. Select 'Google text to speech'. Done
My was set to Samsung's text to speech. Switched to Google's and all was working fine again. How this helps
