ONE S problem

Hi i have HTC ONE S (s3) and when i tried to unlock bootloader always i see <waiting for device> i am enabled usb debugging and i have USB FASTBOOT and i have drivers .
On PC i have windows 8.1 and on laptop windows 8.0 ..
