this issue still exists with android 4.3 on samsung galaxy note 3. has there been an update on certain phones (e.g. the s3 or s4) to fix this? i had the s3 on sprint's network and never had this notification. i've root'd in the past and it was too painful to install updates, so i don't want to go that route.
thanks in advance

There is no problem and you don't have to be rooted. A few steps to get there.

Menu>Settings>WiFi then uncheck the box that says "Notify Me"

After unchecking that box then go to menu>advanced and then uncheck "Wi-Fi notifications", "Auto Connect" and "Always allow scanning"

Then select "Keep Wi-Fi on during sleep" and set it to "Never"

Here is a screenshot from my phone that has 4.3. I do not have any ongoing wifi notifications.

I have a Galaxy Note 3 phone with the same issue from factory-fresh, and this fix took care of it for me, though the Note 3 doesn't have an "Auto Connect" option.
