Opening .tec files downloaded from phone

Samsung galaxy S2 - I downloaded photos from my DCIM phone folder onto my laptop just in time before my phone died a final death. The files have downloaded as .tec files rather than actual images.

How do I go about converting these files or opening them? I'm desperate to restore them and can't bear the thought of losing them. Any and all help gratefully received!

.tec files are thumbnail cache files, they aren't pictures.

Eitherway Is there a solution for converting .tec files to jpg?

A quick google search produced a number of programs claiming to do the task of converting .tec files to .jpg format. I have no idea if they work or are safe to install and execute.
