AT&T is my service provider in the US and before leaving for France the other day I set up international roaming. Went into settings, more, mobile networks, unchecked data enabled and checked data roaming. So I can make and receive telephone calls. But I've had trouble getting emails. Seems that I can get them when I'm in a hotel with wifi but cannot connect to any of the networks I'm finding when I'm out and about. There are French networks like Orange and SFR and some others. Should I be able to connect and check emails when I'm away from the hotel wifi? Then even in the hotel, when I bring up Evernote and try to see the notes I placed and synced when back home it says"you are not connected to the internet, pleas try again later. But I am connected to the internet on my computer sitting right next to me in the hotel room. A bit confusing.

If you turned off data you will not get email via mobile data. You'll need to turn it back on (though data charges may be high, so maybe you just want to use WiFi for data...)

The APN has to be set up for the carrier you're using in order to get data on the phone. And that means that you have to have a network connection with that carrier. I don't know how AT&T works overseas, but it's possible that they don't have any data agreements. Next time, ask them to unlock the phone (the SIM-lock) so you can use a local SIM (and carrier) in Europe. Then, when you get there, find a good price for service for the length you'll be staying and buy service and a SIM from that carrier - and you may get data. (It depends on the bands the carrier uses for data. You can research that by a google search of data frequencies by carrier in that country and see if any of the carriers there use 2100 IMT / band 1 (I) or 2600 IMT-E / band 7.)
