Packet Data eating all credit

Hi I have a Samsung Galaxy S (GT-I9000) with Android 2.3.3 and I have a Pay as you go setup with Vodafone.

If I have Packet Data on it will eat all the credit within no time.

I can turn off Packet Data and then I don't get charged but
the consequence of that is that I can't send or receive picture messages either.

I have tried things like APNDroid but packet data was still in use.

I also tried deleting all the APNs except MMS which did stop packet data use but then I couldn't receive picture messages either.
According to Avast Securitys Network Meter on the phone, it's low level system traffic etc that is using 3G/packet data and not apps.

How can I keep Packet Data on to receive picture messages without getting charged all the time?

Do I need to root the phone and use Avast Firewall to block all apps?
