According to the Page Plus's Terms of Service (ToS) available at http://www.pagepluscellular.com/Terms and Conditions.aspx

Page Plus has nothing within the ToS addressing tethering. However in a document linked to the ToS available at Page Plus Cellular Protects Unlimited Plan Users the following is documented

Some specific instances that exemplify abuse of unlimited prepaid cellular plans include customers...Tethering a phone for continuous dial-up access

Currently Page Plus does not have a policy regarding WiFi tethering however using the phone to connect to the internet via dial-up is prohibited
