Paid app stuck not downloading

I bought the psx emulator. couldnt figure how to get the roms to play, uninstalled and refunded. a hour later i found out how to do it so i decided to rebuy and reinstall......it says i have it purchased but now everytime i hit download it stays on the "downloading now" screen and the bar dosent even move

any idea what to do , ty

Have you uninstall the app totally? You should uninstall it from the app manager, but not just remove the files.

i looked in the app manager and its not there. but it dosent even start to download
