Pandora running all of the time

Why does Pandora run all of the time even after a reboot? Is there a way to shut it down?

Assuming you mean it's not actually starting up and playing music, it's not "running". It's just loaded in memory for quick access. If the Android OS needs the memory for something else, it'll kill Pandora or something else that's not active to make room.
