Parental control / port blocking app?

Hello,

I'm looking for a password protected app that allows me to block ports used for chatting (6660-6669 for IRC, etc). I'd also like to to block specific URLs. Does anyone know of such an app? It could be two apps for all I care, as long as the job gets done.
