PDF Open Not Download

This applies to most browsers - when I click a document that should open in a new tab as a pdf it always wants to Save/Download it rather than Open it in a new Tab. Does anyone know a way, setting or app that will cause pdf to open in a new tab rather than as a Download?
 
Any office or document app from the play store should work

Technically you cannot avoid the pdf content downloading to your device, your browser can't do anything nor display anything without downloading the actual content first. As far as viewing a PDF, it's residing in the browser's cache and you can either save it as file or just peruse through its contents via a tab but it has to be downloaded first. A browser just can't make up a PDF out of thin air on its own, it has to come from somewhere, in this case some online server.

That said, when viewing a web site with a PDF if you long press on the PDF link itself, Chrome should pop up a contextual menu including the options for 'Open in new tab' or 'Open in icognito tab. Is that not working for you?

On many sites a pdf is created to print from a file. On a PC it will just open the pdf and prepare it to print but on a tablet it forces a user to save the file, navigate to the downloads folder, select the file and then chose print. The extra storage and steps required are counter-intuitive. It seems that the tablet behavior should function the same as the PC behavior yet there is no browser that I've tried on my table that is capable of doing that. I did find a work around that allows me at least on one site to chose Print and even though I still have to save the file it automatically asked me to choose an app and I chose Brother iPrint and Scan which is now the default behavior for pdfs being created from the web and I can print without going through multiple steps.
