PDFs without embedded text

Does anyone know of an app that will allow highlighting on PDFs that don't have embedded text (i.e., PDFs that are strictly images)? I've searched for an answer and tried some apps like Folia, Google Play Books, and some others. So far, I've been able to find only apps that will highlight PDFs with text that's embedded.

Well, I discovered a partial answer to my original question. Xodo has an "Ink" option with colored pens that can be set to a density percentage. This density setting allows for an approximation of highlighting because a low density means that the user can see through the "ink."

But if anyone knows of a PDF reader that will allow for true highlighting on PDFs without embedded text, let me know.
