Install a keyboard app from the play store that offers that option

Try different things, on a Samsung phone using the stock keyboard I can get a shift-lock by double-tapping on the shift key (indicated by the colors of the shift key being inverted). On a Moto phone using Gboard to get a shift-lock, do a long-press on the shift key (indicated by an added underline in the key itself).
Just experiment a little to find what works for your phone.
