Personal budgeting receipt itemizer

I've got a couple of apps that scan receipts for rewards (ReceiptHog, etc) and it got me to thinking that there should be a receipt app that will take the items on the receipt and categorize the items for personal budgeting. There are apps that scan receipts and assign categories based on the store type (Home Depot = hardware, etc), and lots of apps for business expenses, but I'm looking for individual item categorization for personal budgeting.
I know a lot of receipt item lines are really hard to interpret, but if a user shops at a certain store frequently enough, the app should be able to pick up the item description after the user assigned it the first time.
What I have in mind is being able to create my own categories, assign items to it, mark certain ones with a star or something for items that will be deductible which I've often mixed in with non-deductible items, it would be really cool if the app asked me if a particular item is deductible today. For instance, I have two dogs, one of which I am training for service and I can deduct his expenses, but not the other dog's expenses. So the app would scan my pet store receipt, note that the items are dog food/supplies and add them to that category, or ask me if they need to be added to the deductible category.
For my budgeting and personal purposes, I'd like to create my own categories like "good food", "bad food", "pet frivolties", "serv dog items", etc so I can track how much money I am blowing on things that I do not need, and keep track of deductibles.
Also, it would be cool if the app could keep a tally of sales taxes :)
 
That is a fantastic idea! Unfortunately it may be a very hard problem to solve, as the app would need to scan and interpret the text on the receipt. As there is no standard format for a sales receipt, then I imagine the app would need an awful lot of help from the user to make sense of it. The resulting app may not be too convenient to use.
