Phone App will not display notification or take focus away from apps in full screen.

If I am using my Galaxy J3, and am in a full screen app, such as playing a game, browser in full screen, or watching a video, and someone calls me, I am not seeing the pop-up notification that normally displays the caller ID information so I can decide if I want to answer the call. With all other previous phones that I have used, if I am in full screen mode, and I receive a phone call, the Phone app will steal focus way from the app that I am in to allow me to take the call. My only option is to use the Home button to answer calls, but this means I have to answer calls blindly, without being able to verify who is calling.

Any suggestions?

Maybe double check that it has permission to do so. Go to settings/apps in the three dots menu, select 'Apps that can appear on top' there, go to the menu and select 'show system apps' and then look for phone app and enable this permission
