Phone calling from a pc

Recently I was looking at a website which had a phone number. When I clicked on it it said to choose an app. I have no idea which. What should I choose for this purpose?
 
Ah, but I don't always have that option. It's a long story. This pc does claim to have Skype but I've never used it. As far as I know, there is no camera on board, but maybe a microphone. That's ok as I don't really want to some kind of online interview, just to call the number the same as if I were using a phone. How would I do that?
 
I guess I don't really have the Skype option either. I chose that as the way to deal with the phone number, but Windows said it wasn't working and that it was closing the program. Maybe it'll let me know if it finds a solution.
 
Well if there isn't a microphone then obviously you cannot make any sort of call from the PC, so that's the first thing to check.

Why not try fixing Skype (uninstall and reinstall if necessary)? Note that you need an account, and only Skype to Skype calls are free so you'll need some credit on the account. But nobody is going to offer free calls to landlines or mobiles because calling those will cost the company providing the service money.
 
I have Google Voice and can click a number, it will call using my phone and Google Voice. It used to do it for every number that was clickable, but now sometimes I get the 'choose an app' and GV is not there. Something changed a while ago. Not that that helps but there you go ;)
