My phone is a HTC Evo and the charger does not work. I tried the charger on another phone does not work. Is it the charger that is broken?

Sounds like you do indeed have a bad charger. I would try another charger on the phone to confirm it is bad. If you are using a 2 piece charger with detachable cable it could be either part. Best thing to do is grab another charger. Wal-mart or somewhere comparable probably has a cheap one that will work for charging purposes.
