Phone doesn't work with Brand new battery

[Android Question]

I Had just got my new samsung battery in the mail and i put it in my galaxy S3 and it didnt work it had the same problem as the other battery. It won't turn on
Is it the battery or the Phone itself?

Based on the fact that you have 2 separate batteries that are exhibiting the same behavior I would have to say it is the phone unless the new battery is completely dead and your charger is faulty.
