Help phone hacked

my 2017 sw-a520w is hacked bad
Samsung account is hacked
google account is hacked I put two step and new pass and its changed faster then I can change it
factory reset dose clear nothing
hard reset same
wipecache fails
wifi,bluethooth,location.do not disturb,flght mode all get turn on or off
I even turn off back ground data,notifications,app permissions,etc and you go back and its all back on
please I need help. and not very good
anywhere I go or anyone I ask thinks I am crazy
