Phone is not charging but it says it is

Hi, the past 3 weeks have been very frustrating for me. I have a Samsung Galaxy S2. I first started noticing that my phone wasn't charging overnight. I was a little bit unsure at the time because the problem was sort of off and on. The past week, my phone has not been charging at all. When I plug in my phone, it shows the charging symbol but the battery percentage is going down. I then assumed it was the battery. I tried over 5 different chargers and it still didn't work. I went to Koodo and explained my problem and they said it was my battery. I just got a new battery today. Excited, I plugged in my phone and it did the exact same thing. At this point, I'm more frustrated then ever. Has this happened to anybody before? Do I use a specific charger? What am I doing wrong?
 
Well that's odd. Have you tried plugging the charger into your PC?
You should be able to see if power is transferring if I am correct.

If the device is not charging on several different chargers and different batteries, we need to suspect the cable and the charging port (given there are no rogue apps/widgets/services running amok; check in Application Manager under "running"). ;)

Get a new cable if you haven't done that already.

Clean up that port with rubbing alcohol on cotton swabs. Look carefully at the port while you're doing that; are there any bent/broken pins/contacts? Also, in the battery compartment, are the contacts for the battery in good shape? Clean those too with the alcohol. :)
