phone making sound and flashing lights at random times

my wife cell phones makes a sound and flashes it light even when the phone is muted. we have no idea what it is. any ideas

You should be able to look at the notifications and see what is causing that. There can be exceptions to the "muted" condition which are configured in settings.

system settings
sounds and notofications
do not disturb
allow exceptions
