Root Phone password

I am buying a phone from a friend and he says the phone is stuck on the phones password. If i bootloaded and installed Ultrajack Recovery will this solve my problem? The phone powers on fine. It's not locked on the Google account, but it is the phone's password itself. This is what he told me in an email.

You could install CWM and flash a new rom... or factory reset (no need to root)
