Ditch that cleaning app if it turns out to have ads, or run all the time.
Likewise, dump any security type (antivirus/antimalware) apps that are on the device.
Any app that runs constantly, especially those with ads, are going to slow a device up somewhat.
The capabilities of your device will dictate how much effect these apps have on overall performance.
The vast majority of cleaning apps and security apps are mearly ways to access your information and to feed ads to you.
There are few, very few alternatives.
The good news is that your device does not need any type of security app.
Period.
As for the cleaners, you only need one if you are like me- running low end devices at their maximum capabilities, and clogging them up with junk that slows the device before the system or the apps have a chance to delete it.
I know of only one ad free cleaner that does exactly what it says it will do, and the really neat thing is that the app description tells you exactly what any cleaner app is actually capable of.
Any app that claims that it is able to do more is lying to you, and therefore should not be trusted.

Be sure to read all the description, and then enter the settings and read everything there, as well.
Be sure to analyze what it wants to clean before you give it the go ahead, as it could (possibly) want to clean something that you want to keep (this is common among good cleaners, so it is always better to be safe than sorry).
If nothing else, read the description, and use it against what other cleaner apps claim to do.
