phone stolen - got this message on new -seriously nervous now

phone was stolen - jellybean 4.3 right before i saw it last i was using google maps for street navigation - phone would have been screen pin locked at time of theft - about 5 minutes later .

I just bought new phone with kit kat version - and when first loading up google maps got this message:

" In a previous version of android you turned off the ability for google APPS to access your location . turn it back on for all google apps ?"

Forgive me but i don't understand the relationship of this process - can this new phone with a new sim replacement card know the state of my android settings in old phone at last point before i had it cancelled?

I am worried sick, because if so , it means the baddy was able to turn off location and access my phone apps - google account passwords were not changed for over an hour - none my email/social accounts were compromised.

using google device manager i was not able to ever contact device after theft i figured baddie just turned off power .

please help explain if you know how this works -Thanks !
 
No they couldn't mess with it. The stolen device has been wiped from your contact a new phone rest in its spot . cause the new sims card and a kitkat always as to turn on for all cause its a new software.

But whats with the " in a previous version of android you turned off the ability to access location .."
I know for a fact on my stolen phone it was enabled - I didn't turn it off - so why is it reporting as such - and how would it know anyway? -
that's the bit i don't get -
I have two other android devices linked to my google accounts and they all have location enabled too.
I had remote lock and wipe set up on my stolen phone too thru device manager - but never could contact it -
I would think if android could give me this message i should also be able to see the event in my stolen phones activity via google somehow ? damn i wish i understood this - thanks again
 
Does the my new replacement sim for stolen sim contain info about the state android was in before reported stolen? Do sim cards store android configurations ?- yes, that's how clueless i am ..;)
Where is it getting the " previous version of android " info from ?
I can still see stolen device in android device manager - but obviously unable to contact it since theft.
 
The replacement SIM knows nothing about the state of your previous phone. The SIM knows nothing about about the phone it's put in, in fact.

The obvious interpretation of the message is that Google logged the device's location settings being set that way, which would mean that they were set while it was connected to your Google account. Are you absolutely certain that Google apps location access was enabled? I keep that disabled but still use Maps (in GPS only mode), so using Maps need not mean that Google apps location reporting was enabled.
 
Thanks Hadron - your original reply was very helpful - i'm starting to get a clue now! I have three devices linked to my google account.

In Device manager i can see the stolen phone had a system backup that happened about 30 minutes before theft - is there anyway to see whats in that file ?

My other devices have location access allowed - If the time stamp is correct i know for a fact i was using google maps and could see my location AFTER this backup.
I don't get the " previous version " could this be any of my devices, at any time in the past ?

If I am not mistaken I think that device can be cleared off your account from you . so if it pops up again u would no someone has your account information
