Help phone storage shows 16gb but only1.8gb is accessible from the file manager

hello! my htc one max shows internal storage 16gb, and the phone storage 16gb, but only 1.8gb seems accessible from the file manager, and i cant add more files after the 1.8gb has been reached, please enlighten a brother what the problem might be..
plus i tried scanning,erasing and resetting all to no avail.. heeeeeeeeeeeeelp
 
The filesystem allocations against the total storage are fixed - and it's not just you, they make a simple thing hard to understand.

Get Terminal Emulator, and in it issue this command -

df

You'll see the actual truth about how the storage is partitioned.

Ignore anything complicated, look for the line that says /data - apps you add and your app data are limited to that space.

Thank you for the advice EarlyMon, i tried it, saw the partition, shows a total of 16gb but only 1.8gb accessible for my downloads. The thing with my htc one max is that it once had much more space accessible to me in the file manager,about 14 gb i think, now i only have 1.8gb and i thought it was a common problem with a solution out there that could help me fix it. Its so frustrating, 2gb ram,16gb internal but only 1.8gb accessible?? really hurts..if you got any other ideas please pass em on
