Phone Visibility

Anyone notice when they pull down their notification that Phone visibility is semi-lit, similar to how you initially turn on Wi-Fi before it turns full on blue. However it turns off a second after the pull down?

I have phone visibility OFF and have no apps that use it.

Your notification shade has nothing to do with phone visibility.
