Apps Phone win no service..

Never used an Android phone until yesterday. Co worker got one, and I liked it a lot.

I downloaded the SDKs, Eclipse, ect, got all that working, and was able to write some quick test apps (never done java really) and works fine in the emulator.

I myself have no need right now for an android based phone for calling out, ect.. i have a sprint phone that just sits 99% of the time.

But I would still like to make some android type applications.

If I were to buy a phone (new/used), could I still use it, sync, send my applications to it, ect , but never have phone activation services done on it?

Also what is the developers phone of choice to work with?
