Well 'when all else has failed' sounds pretty final. Is this phone so trashed or destroyed that you can't do anything with it? Like what mishap caused it not to boot?

What exactly happens when you try to boot it? No response at all, shows the splash screen in a loop, goes into recovery or bootloader? The answer will be different in each case, and without information there's no chance anyone can answer this.

Also if you don't tell us what you have tried you are likely to just get suggestions of the things you've tried already.
