phone wont fully turn on

I was on Instagram.. phone kept 'force closing' turned it off to restart .. went back on my phone.. continuosly kept 'force closing' on whatever i was going on.. turned it off.. then when i went to turn it on it doesnt go passed the 'samsung' name.. and it just stays on samsung!! HELP. What do i do so loads properly..?!

If the phone has a battery, try turning it off and removing the battery for 15 seconds.

Is this phone under contract somewhere? Do you have insurance on it?
