Phone won't sync contacts

My Note 9 won't sync my contacts with my Android tablet. I have contacts in my tablet that have no phone number, just email address. I have added phone numbers to some thinking that would cause my phone to sync them, but doesn't work.

Anyone else see this problem?
 
Are the contacts on the tablet sync'ed to the device or to your Google account? For contacts to be shared they must be sync'ed to the cloud first.
 
The first thing to check then, is to log into your Google account on your PC and make sure the contacts are there. If so, then the issue is on the Note 9, if not, then it's the tablet. Are you using the contacts app on the note or are you using Google Contacts from the play store?
 
Check your Settings >> Accounts >> Google menu to confirm that syncing is enabled for 'Contacts'
and then check your Settings >> Apps menu, open the Contacts app entry, and look in Permissions. There should be multiple items that are enabled (Phone, Storage, etc.)

If those all appear to be set up properly, than something else is messing up the auto-syncing between the Contacts app and your online Google account. Were things working OK previously and this problem started recently, or is this a matter setting this up from scratch?
If the former, can you recall if something has changed around the time the problem started to occur? (i.e. you installed an anti-virus app)
If the latter, have you tried Clear cache for the Contacts app?
Also note, from your description you apparently have some contact entries on your phone and presumably some contact entries in your online Google account. Once you do get syncing enabled, there could be conflict issue at this point, or more likely a doubling of some of your contact entries with a mix of some of the duplicates having complete info and some just email addresses or whatever.
 
Just to clarify, the Contacts app on your tablet and the Contacts app on your phone are not syncing with each other, they're both syncing to the Contacts list in your online Google account. It's your Google account that's the common focal point that both your phone and your tablet simply work off of.
At some point, since it sounds like you have contact entries that may or may not exist in both your phone and tablet, you need to just sit down, go through ALL your contact entries, and manually add/combine/edit your main Contacts list using a web browser and going to;

-- Turn off syncing for Contacts in the Settings menu of both your phone and your tablet
-- Go through the process of checking what contact entries are on your phone and compare that to what's in your primary contacts list in your Google account, and manually add or edit it accordingly. If you have a lot of contact entries this is a pain but you need to get things straightened out to have syncing work automatically.
-- Do the same with your tablet
-- Once you get your Contacts list all straitened out in your Google account, that should contain all your contact entries, not just some on one device or the other. You might even want to use the Export option to save your Contacts list as a csv file as a backup.
-- Now on your phone go into the Settings >> Apps menu, find and open the Contacts app, tap on Force stop, then find and tap on the Clear data button. That should reset the Contacts app back to its original, first-time used state. Now go to the Google >> Accounts >> Google menu and enable syncing with Contacts again. Start up the Contacts app and if it doesn't automatically start loading up your Google account Contacts, check the app's Settings so the app is tied to your Google account.
