Photo Editor without Network Access?

Are there any basic photo/image editors (free or paid) that don't require "full network access" permissions?

All I want to be able to do is basic image manipulations:
rotate, crop, remove red-eye, contrast, etc.

An app shouldn't need to access the network for me to make simple modifications to image on my phone. But EVERY photo editor I've looked at in Google Play wants "full network access".

What device have you got? Many devices come with a basic photo editor built-in, that can do things like rotate, crop, contrast, saturation, special effects, etc. Mine has, however the stock photo editor does have network access, because it supports geo-tagging.

I have a Galaxy 4 from Verizon. I think the only things that came stock was the stock camera and Gallery.

PS Touch works offline. $10, but well worth it.
