Help Photos: sync-related chaos

Not sure where to start... I guess chronologically. The below involve sync/relocation issues and two Google accounts I'll call #1 and #2 (#1 has sync enabled and is what I use for Photos; #2 has sync disabled and has nothing in Photos).

1. Photos switched to #2 seemingly on my behalf, not manually. Only found out due to the below. Why would it switch?

2. While unwittingly logged into #2, I trashed many Camera photos/videos. After logging into #1 on a laptop, I saw the photos I trashed on my phone were still there.

3. Returning to my phone, I then noticed Photos was logged into #2 instead of #1. So I switched back to #1. There, all photos I trashed via #2 still showed up in the main Photos tab (though not the corresponding album), although the filenames had .trashed preceding.

4. I wanted to clear the .trashed photos from the Photos tab, but they weren't in Trash.

5. So I looked in Files app > Internal storage > DCIM > Camera, but none of the most recent .trashed files were there either, although older .trashed files were.

6. I subsequently decided to store the .trashed files in Trash for the time being, so instead of permanently deleting directly from the Photos tab, I restored all .trashed photos via Photos and re-deleted from #1. During this process I noticed inconsistencies in the filenames, including a lack of folder paths for restored files, or a RESTORED in the filename. I also noticed the re-trashed files were still not in the aforementioned DCIM folder.

7. Furthermore, when I switch to #2 in Photos, I notice most of the media I've ever trashed in #1 was also present in #2's Trash, but not the most recently trashed.

In short, there often seems no rhyme or reason behind what gets relocated where when trashing media, and this seems either caused by or exacerbated by having multiple accounts that Google may switch between without the user being aware, necessitating a lot of duplicate reorg work if many files are affected. If anyone can explain any of the above and/or provide advice to avoid these issues in the future, that would be welcome. I switched from iPhone to Pixel for numerous reasons and hope not to encounter too many reasons to switch back.

Edit: Also just noticed .trashed photos in the Photos tab aren't necessarily in Trash as they can still be trashed from there. They were definitely previously trashed though, hence the filename prefix, so am not sure why they wouldn't already be in Trash if not for the multiple account issue.

Tried to read through your summary multiple times and each time lost track of just which Google account you were using to access and manage your Photos library. I'm not surprised it is in such disarray.

All photos are synced to #1. I only switched to #2 temporarily to try to resolve the issues that arose after Google apparently switched to #2 without my realization.
 
The issue is the 2 Google accounts.
Why are you using 2?
1 device should only have 1 Google account linked to it. On a pc, using a browser, go to photos.google.com and login to each of your accounts to see if your photos have been deleted or not.

But that is the gist of your problems, you need to pick one Google account as the sole, primary one to maintain your photo library.
At this point, it sounds as if both the photo collections within each Google account are mixed up with each other in a varied combination of unique and duplicate files as each tried to sync up with your photo library. I'd suggest you pick one and only one of your Google accounts as the one management account, then log into your two Google accounts on a desktop/laptop using the web interface to clean up your photo collections in each account, merging them into one, central source for your photo library. Using the larger screen on a computer might be easier to do this kind of project than on a phone.
