How do I create files for photos

Hi, welcome to Android Forums.
If you mean Albums/Folders I can say how I create them on my HTC One. If I take a camera shot or a screencapture or download an image the HTC One will automatically create an Album for it.
If I then go into Gallery and locate that picture and longpress it an option menu will open, I tap either 'Move to' or 'Copy to' which gives me an option to select an existing Album or by tapping + , create a new album.
If that procedure doesn't apply in your case, or I've misunderstood your question, then please resubmit and include your device make/model and I'm sure someone will help you.
