I just updated my phone to Android Oreo and it seems that the picture in picture mode doesn't seem to work properly for me when I use YouTube.

It hasn't really been properly communicated, but using PiP in YouTube requires a paid YouTube Red subscription. If you don't have Red, you can't PiP in YouTube, unfortunately.
You can test that PiP does work by pointing Chrome towards www.vimeo.com, playing a video in fullscreen, and then pressing the Home or Overview button on your phone.
