Play Store Error code 495

Others are reporting the same thing, error 495

Sure we've had other "error 495, unable to download" posts as well over the years, and apparently Google are aware of this issue.

Could be at the moment there's a real ongoing problem that Google has to fix at their end. As we often say, "Try again later!"
 
Yes Mikedt have a point there and you may want to check see if the device is due for an update from the manufactor or come to terms that there are lemons sold in every brand of devices.

Before that the phone was working fine
I have tried so many solutions but so far nothing worked. I am in Egypt, this might be location related as I saw in some posts.
Do you know where is the best place to report this to google?

The device is upto date, However, after the factory reset google play store and play services needs to be updated.
However, The update through google servers doesnot work, for the same problem.
I got APK files for both from APKmirror, and installed them, yet again same error.
 
I find a work around that works for me, I installed a VPN app (SuperVPN) once connected the play store works fine. after disconnecting it does not work again. Not sure why, but when I need to install or update an app I connect to the VPN.
