play store my apps not matching whats on the phone

Had to replace phone.
Logged into play store,
Looking to install missing apps from the play store, but says they are installed.
How do you fix?

Edit, I think I need to add a google account?

1. Are you looking at the Play Store from PC or from the phone? If you're looking from a PC browser, it will always say installed if you've installed it before, even if it's currently not.

2. You need to have a Google account on the phone. Use the same account you used on the old phone.

I have a google account on the phone.
On the phone I can view my apps. There is a library tab, and it shows bunches of apps not installed.
So the website from a PC for the play store does not sync itself to what is really on the device?

The Library tab will show every app you've ever installed on any device linked to that account.

"Installed" on your phone's Play Store app shows you what you'd expect, while "Library" on the same app shows you the same as "Library" on the website. But you can view the website from any device, not just your phone, so an "installed on this device" view on the website wouldn't really work.
