Play Store wont download apps

Pixel 2XL (Verizon) running 8.1 oreo.. This has happened before and i believe the only remedy was doing a factory reset, which of course was a pain in the ass.

I've tried clearing cache/data from play store, restarting phone, etc... Nothing works that doesn't involve resetting the phone

Also i would notice my phone tells me i have updates even when I've already updated. Like I'll update to an app say version 2.1 then a week later it will be prompting me to update to 2.1...?

Yeah. Any recommendations highly appreciated.

There can be several things here at play (pardon the pun )

First, does it matter if you are using WiFi or mobile data? If you have the store set to use WiFi only, try disabling that for a minute or two to see if you can connect.

The play store issues a token when the TOS is accepted with your Google account and that's how it identifies your phone. There are regional outages at times with Google's authentication servers that could cause this kind of issue. That usually clears up in a day or two.
