Apps Playstore not available - use .apk to install?

In this geography, Google is not allowed.

If I want to distribute an app, is my only option to create an .apk of my app for download and install?

I did this for my English version of Firefox, Yahoo Mail and, yes, even Google Playstore on my local phone.

I read many screen full of texts and still not able to generate an unsigned .apk for testing.

There is also this: the phones are all blocked and have only apps allowed by manufacturers.

Any thoughts and help suggestions?

Okay, thx, I managed to get that bit done, both key master and gate keeper let me in. :p
Now I need to buy a few more phones from different manufacturers and do same. They are cheap as chip here and Apple has fallen behind to number-2 in market share. They are still all on Android 5.1, which is recent enough for me, I placed my bet on the right horse, all hail to Google. Apple is more like an upmarket phone-cum-accessory image thing
