Please help my phone XT1766 bricked

If you have your Moto E4 in a case, make sure it hasn't inadvertently shifted and the Volume and the Power buttons aren't being pressed down at startup.
That aside, it sounds like somehow the Android OS has been corrupted. If you want to re-flash with a stock ROM, XDA Developers has a nice thread providing instructions on what you need and what to do:

I have the Moto E4 Plus and had to take a file to a corner near the volume buttons to keep it from being accidentally pressed.. Apparently they make case for the 1st iterations (usually MediaTek) and don't always bother making case adjustments for the other model's differences (like Qualcomm) of the same line.. Food for thought
