Please can someone help me out with this my Nokia 3 is acting up again and stopping me from using my phone.it keeps sending me this thing that says new tag collected how can I stop this.

Now I cannot be 100% sure but it sounds like your phone it picking up a NFC tag, maybe a card in your wallet that is contactless.
You should be able to turn NFC off with a 2 fingered swipe down from the top of the screen and then maybe a swipe left. Either that or have a look at your phone settings.
You may (if it is NFC) want to invest in a NFC blocking wallet or individual card holder to block the signal.
