What is the problem? Do you want to uninstall it? What happens if you try? What are the "
everythings you have tried?

(imagine we know nothing except what you wrote: do you think your post clearly explains everything people will need to answer your question?)

Basically that app is going on my phone every 5 minutes, I uninstall it and the thing comes back again. I've tried everything to get rid . I've a avg virus checker and that misses it half the time.

That looks very much like an Oukitel WP2. I guess that Tuff Phones is a UK importer of whatever cheap phones from China. We've had several reports on AF of Oukitel phones having malware baked into their firmware.
Suggest you contact their support, or press for a refund.
You could try booting it in safe mode, and if same thing is happening then the phone's firmware is definitely infected.

I don't know if it's linked but aiboo.cc always appers on chrome aswell
Try clearing Chrome's cache and history (keep clearing all of its data as a last resort, as that will wipe bookmarks and passwords too). It's possible that it's just some ad script that's got its claws into the browser.
